FMCL, EMPOWERING FARMER SINCE THE 2016

Farm Machinery Corporation Limited (FMCL) was incorporated as a 100% State own Enterprise (SoE) on 29th March, 2016, under the Company Act of Kingdom of Bhutan 2000, vide Lhengye Zhungtshog’s directives letter no. C-3/96/219 dated 4th March 2016 and subsequent approval note from Ministry of Finance (MoF) vide letter no. MoF/PED/FMHS/2016/3347 dated 18th March 2016.

Bhutan faces challenges in farm labor shortages, human-wildlife conflicts, rural-urban migration, and seasonal water shortages, threatening food self-sufficiency and security. To address this, mechanization, rural employment, small and medium agriculture enterprises, and water efficiency are seen as sustainable solutions.

Bhutan is transitioning from subsistence to commercial farming, and the Farm Machinery Corporation Limited (FMCL), a 100% state-owned enterprise (SoE), was established to facilitate mechanization and privatization. The government aims to expand mechanization to over 55,000 acres across all 205 Gewogs by the end of the 11th Five-Year Plan (FYP), with FMCL leading this transition while reducing public spending.

Despite the potential, farm mechanization remains largely untapped. Currently, 52% of wetland and 35% of dry land are mechanizable, but only 7% of arable land is semi-mechanized, mainly through subsidized power tillers from Japan's 2KR grant scheme. Rice and maize processing have seen about 70% semi-mechanization.
